The paper proposed measures to change the government's investment policy and give priority to the construction of hydrop ower in China.

    随着国民经济发展的需要,我国的电力建设投资逐年增加。而其中的水电建设投资却逐年削减,致使专业性很强的水电施工企业严重窝工、恶性循环,全行业处于建国以来最不景气的低谷时期。这种局面,是长期误认为水电建设投资大、周期长,投资过分向火电偏移的政策造成的。其实,从水、火、核电的全系统建设比较,水电单位投资不高,工期不长,运行成本最低,且可综合利用。如此,应该调整电力建设投资政策,重点开发我国丰富的、可再生的水力资源,加快水电建设步伐。其时,我国的这支经验丰富、善打硬仗、任重道远的机械化施工专业队伍,自然随之兴旺起来。

    This paper,which assesses the peak load regulation from the viewpoint of long-termdevelopment plan,discusses the load charateristics used in study of peak load regulation, the esti-mation of difference between peak and vallcy load in the future, the conditions of power genera-tion of the plants during the centralized dispatch of network, the contraditions of regulating peakload during unlink network, the difficulties of peak load regulation at present and the proposals tosolve such problems in future. Through analysis of these problems,the suggestion to NorthwestChina power system are presented,that is①to speed up the hydropower construction and todispatch the reservoirs optimally,②to enhance the construction of network structure and en-force the centralized dispatch of the network.

    本文从长远规划角度论述了西北电网的调峰问题,包括研究调峰时宜采用的负荷特性指标、对未来电网峰谷差的预测、电网联合调度水、火电厂峰谷差出力情况、解网运行的调峰出现的矛盾,目前调峰存在困难的原因、解决未来调峰问题的建议。透过问题的分析说明解决西北电网调峰问题的两大要素,一是加快水电建设步伐和水库的合理调度;二是加强电网建设与电网的联合调度。这两个问题处理好了,西北电网调峰问题将得到很好解决。

Since 1990 year the specific gravity of hydropower in the Northeast electric network ceaselessly descends, the peak to vally ration is the more the largest, the electricity in peak is not serious enough, this is a big lose to economic safe operation of electric network. It must speed up the construction of hydropower for the need of electric market.[
