MET(The Matriculation English Test) is a nation wide official test of English administered annually to the high school graduates in China It is a test battery consisting of two papers: the first paper is made up of 15% guided writing and 85% multiple choice items on grammar, vocabulary, phonemes, reading comprehension, cloze test, etc , administered to all candidates for higher education; the second paper ( administered in Guangdong ) is made up of a Listening Subtest, an Aptitude Subtest, and an Oral Subtest, administered to the candidates for English majors only The Oral Subtest is, as it were, hard to design and administer, so it is always experimental and subjected to change In 1994, a new format was adopted for the Oral Subtest, which presents a multi pair two rater scoring system and four alternative communicative tasks And ever since the new Oral Subtest became part of the MET Second Paper, no thorough evaluation has been done for it The present article is an attempt at an objective evaluation of the MET Second Paper in question, using the 1995 version as a sample test paper for assessment Efforts are made to investigate the overall reliability and validity of the 1995 Second Paper in general, and the inter rater reliability and inter task reliability of its Oral Subtest in particular Since the Second Paper is composed of three subtests mentioned above, construct validity and content validity of such a construction are also under the scope of assessment The following are the major findings of the research Major defects of the 1995 Second Paper are:(1) the four oral tasks are neither equal nor parallel, the inter task reliability of the Oral Subtest is problematic; (2) the Aptitude Subtest displays neither construct validity nor predictive validity because it contains too few test items; and (3) the construct validity of the whole test is not ideal and needs improving Major merits of the 1995 Second Paper are: (1) the scoring system of the Oral Subtest is efficient and reliable; (2) the overall reliability is good; (3) the Second Paper, as a whole, has good content validity, predictive validity and face validity; and(4) it can have beneficial washback effect on the ELT in the middle schools

Test retest is an important method to assess reliability of an examination. 1295 freshmen of the year of 2000 at Taiyuan Teachers' College were retested to evaluate their proficiency, with the college entrance examination paper of the same year. 重测法是研究考试信度的方法之一。利用可靠的试题和组织严格的评分 ,在咨询访谈的基础上可以得出一些有价值的数据。本次研究表明 ,在普通地方高等院校 ,10 %左右的大学新生用高考英语试卷复测的成绩比高考时明显下降 ,6 5 %左右的学生尚未达到高中英语教学目标。大学英语教师和教务管理部门在组织教学和进行评估时应充分考虑这一现实。
