It hampers the data inter-operability and data sharing among data management and analysis systems. The amount of geophysical data available to scientists is becoming more overwhelming every day.However, those data exist in diverse formats. The data format problem is one of the most serious barriers faced by modem scientific data management and analysis. It hampers the data inter-operability and data sharing among data management and analysis systems. A solution, the standard format, has been tried but the problem has not been significantly diminished.One of the most exciting recent developments in geophysical data management is the creation and application of data description languages (DDL). Instead of constraining data to a small set of″standard″formats, the DDL approach confronts the diversity of data formats directly by describing data format explicitly using a data description mechanism. With this mechanism, format-independent data access and analysis tools can be developed to process data in any format describable by the mechanism, and datasets with their descriptions will be inter-operable between data management and analysis systems.This paper introduces the concept of data description language, discusses the benefit of DDL approach for solving the format problem, and details FREEFORM DDL with related data access system developed by NGDC and their applications in the geophysical data management.

In the year of 2000, we begin to construct the Chinese Polar Science Database System(CPSDS). After analysing the factors about actuality of data management,multi resource and multi subject of the data resources, we conclude that how to organize and express the data resources is very important. Standing requirement from the users, administrative support, concise database technology and steady outlay are the key to solve organization of the multi resource. About expressing the data resources, we find that all subject data can be divided into a metadata and a dataset. Thus,it may be possible to set up a conjunction between metadata and dataset. The metadata database can be used as a "search engine" of the CPSDS.

在中国极地科学数据库系统项目建设过程中 ,通过对极地科学数据管理现状以及数据分布情况、数据类型等因素进行分析 ,提出数据资源的组织及其表达形式两个关键问题 ,并进行了研究与探讨。结果表明 ,用户对数据共享的持续需求、顺达的行政支持、明确易行的技术要求以及稳定的经费支持是解决数据资源组织问题的关键 ,在项目实施过程中 ,涉及到数据资源组织问题的解决措施都是立足于对上述 4个方面的思考。针对数据的表达形式问题 ,在数据库系统设计中 ,数据的表达形式研究包括了用户需求分析、数据库结构设计等环节。将基础数据表示为数据集和数据说明 (元数据 ) ,后者通过标准化、格式化后作为元数据库与前者 (数据库 )关联。同时 ,将元数据库从纯粹的数据说明集合扩展成数据库的搜索引擎。在实际开发过程中 ,运用上述设计思路解决了极地科学数据种类多、零散、结构复杂的技术难点
