Calculations are carried out for the governing stability-limit curves concerning four hydroelectric plants, with and without a surge tank. The characteristics of the water turbines are considered.Conditions are made to vary by taking the turbines real and ideal, the load self-regulation coefficients equal to one and zero,and the criteria for stability of high and low orders. The factors of the conduit head-loss and the permanent speed droop are allowed for.Explicit algebraic equations for the calculation are obtained and arranged in the successive-substitution format to render easy computation. The calculated curves differ from each other in many respects. In one instance the curve appears concave downwards and another like a half loop as contrary to the usual manner.It is pointed out that care should be taken when sometimes for simplicity's sake an ideal turbine is assumed in the place of the real one in a calculation.For the case of hydro systems equipped with surge tanks,this simplification may be utterly wrong because it leads to the erroneous conclusion that the larger the tank cross-sectional area,the less stable the system.Calculations based on real turbines show the varying in the opposite way,which conforms to experience. On the other hand,in the case of a hydro system dispensed with the surge tank, it is found that the assumption of an ideal water turbine is allowable when the ratio of the mechanical starting time to the water starting time is large, and only then can the error be small.There are 14 or 11 parameters affecting the governing stability,according to the system with or without a surge tank.It is of importance to take into account the parameters of actual conditions and as complete as possible.

This paper has discussed the dynamic behaviour of Francis and propeller turbine. First, it gives a new stability region diagram of hydraulic turbine governing systems. With the use of this diagram, analyses of the influence due to the various parameters of governors and regulated systems are carried out.
