The optimal refueling scheduling are designed with optlmization of Conig efficacy matrix. This paper takes receiver bases, tanker bases, the maximum number of tanker required and the maximum number of tanker available etc. into consideration. The safety refueling area for each pair of receiver and tanker are also determinated. It serves the basis for refueling training or refueling imitation.
