On development of advanced urban traffic control system in China, the traffic real - time adaptive control and management system is a good candidate and it is suggested that such a system should be integrated in ITS. This paper presents the integrated system frame of a real - time adaptive traffic control system called as TJATCMS. Overall demand analysis, construction of the logic structure and physical structure, the mathematical model and algorithms are included.

In fact, these systems don't fit the complicated traffic condition in China, especially on the coordinate control of interrupted and uninterrupted traffic flow and bus priority control. So they can't meet the demand of ITS development in China. This paper is the result of the project of "city traffic inspection and management system", which is a subproject of national foundational study and planning. On the basis of the character of the city traffic in China , the auther put forward a real-time adaptive traffic control system which can fit the traffic condition in China cities very well.
