This system has a simpleconstruction, and do not need oscillator with high frequency stability and accuracy,which reduce system's cost and is suitable for widely use.

This paper proposes a new design of coaxial thermal converter usedfor AC voltage measurements at radio frequencies.Based on this design,an instrument with a composite cavity construction instead of conventional single cavity has been made.It is simple in structure and has better performance than the old type.Its AC-DC difference is less than ±5% within 1 GHz.
