One of the most important shortcomings of the weighted-averanged method for evaluation of losses from floods is that the catastrophe of probability lower than a certain value is not included. The author suggests modelling the probability curve of losses from floods as an inverse proportion power function, power index of which is determined by method of least squre. Solution of the function will give more and less real economic effects of flood prevention works.
