The direction for the reform of state -owned enterprises is to turn small and medium-sized enterprises into civilian enterprises, all enterprises entering into competition may turn into civilian enterprises, effect reform in the target pathern according to modern enterprise system for large and medium-sized state -owned enterprises. The key to reform lies in reform of title system and making clear the title. That's the only way to transfer operation machanism for enterprises.

传统国有企业是适应计划经济体制的需要建立起来的,因而不适应市场经济体制,进入市场后普遍患市场不适应症,表现为经济效益大滑坡。国有企业经过多年改革尚未完成的原因不能归结于两权分离思路,而在于根据两权分离思路设计的具体体制没有落实。国有企业继续改革的方向为:中小国有企业进行民营化改革,凡是进入竞争领域的中小国有企业都可以改革成为民有民营企业和国有民营企业;大中型国有企业按现代企业制度的目标模式进行改革,改革的关键在于产权制度,实现产权明晰化。只有这样才能转换企业的经营机制。

An important component of business administration is the entrepreneur's appointment mechanism (EAM). There are two criteria for efficient EAM, i.e. (1) there has to be enough pressure from the competition for positions to the entrepreneur, and (2) EAM has to produce an enhancement of management ability. State-owned enterprises need innovative EAM in order to survive in the fierce market competition. It is suggested that enterprises, which are suitable for public ownership and important to the nation's economy...

An important component of business administration is the entrepreneur's appointment mechanism (EAM). State-owned enterprises need innovative EAM in order to survive in the fierce market competition. It is suggested that enterprises, which are suitable for public ownership and important to the nation's economy and the people's livelihood, adopt a mechanism of direct appointment by responsible departments while medium-sized and small state-owned enterprises reform their EAM in the direction of modern business administration. 

企业家的任用机制是企业治理的重要内容。有效的企业家任用机制的标准,一是职位竞争对经营者产生足够的压力;二是企业家的聘用制,以利于提高其经营能力。国有企业要在激烈的市场竞争中生存,需要企业家任用机制的创新。对于关系国计民生、适宜公有产权的企业,其经营者的任用适合由上级主管部门任命。竞争性行业中的中小国有企业,其企业家任用机制应向现代企业制度方向转变。

It is an important act to buy off the owner right and identification card of workers and staff of local state owned business for the reform of state owned enterprises. The present article identifies its meaning exactly and puts forward three concrete ways by means of analysing the meaning of the theory and practice of "Two-Buying Off".

买断地方中小国有企业的产权和企业职工身份是国企改革的重要举措 ,在分析“两个买断”的理论和实践意义基础上 ,界定了其内涵 ,提出了三大具体的操作措施
