In the second part of this paper, with the concept of interest-group (i.e. machinery or people that have the willing to affect the policy direction and economical order), it further discusses the five benefit-groups, i.e. the government, the higher school, the traditional logistics enterprise, the introduced enterprise, and the teacher and student.
