虽然重庆市政府对下岗职工的再就业问题作了很大的努力和投入 ,但还是有相当一部分下岗职工不能再就业或再就业困难 ,其现状和存在的问题不容乐观。为了有效地解决这一问题 ,必须站在劳动力市场就业的角度来对下岗职工的再就业培训问题作比较深入的探讨 ,以找到一条行之有效的途径 ,大幅度地提高下岗职工的再就业率 ,这对于维护社会稳定 ,促进社会发展 ,保证改革开放的顺利进行具有十分重要的现实意义

Lower cultural quality and insufficient ability of changing job are th e main reasons cause workers lost job and difficulty in employment.It benefits t o improve workers' professional skill and knowledges to make full use of social resources, establish vocational and technical college in community, promote pro fessional training and education in record of schooling.All above these should b ecome the key point to develop community education and it is also the effective path to promote social re-employment.

文化素质低下、转岗能力匮乏是导致企业职工下岗及再就业困难的主要原因。充分利用社会资源,成立社区职业技术教育学院,开展社区职业培训及各种学历教育,有利于提高职工的职业技能和知识文化水平,增强其自身文化素质。这应成为现阶段我国发展社区教育的重点之一,同时也是促进社会再就业的有效途径。

Promoting reemployment is relation to the important situation of reform development and stability. Thus, we must put the work of unemployment and reemployment as an long and stregic task and important political task. And make it as an important measure to carry through three representative.
