    Digital watermarking has been proposed as viable solution to the need of copyright protection and other application such as information hiding,since it makes possible to identify the author,owner,distributor or authorized consumer of a document.A new technique to embed the mark signal into the image is introduced.The method operates in the frequency domain to modify the DCT coefficients of an image and then uses the characteristic of Human Visual System (HVS) to enhance the robustness of the watermark and avoid the perceptibility of human eyes.Experimental results demonstrate that the watermark is robust to most of the signal processing techniques and geometric distortions.

The experimental results have shown that image compression with Visual Entropy-Based segmentation can not only gets a rather low bit rate but also gives satisfactory subjective perceptual quality. This method has well emulated the properties of HVS.
