The superiosity, horizons and situation of scientific and technological states of Xian are described in this paper. Therefore, we have quantitatively analized the extension level and the rate of the contribution since the Seventh Five-year Plan with the production function modle of neutral technological advances. Then the existing problems and their causes of sci- ence and technology extension and transformation achievements are considered. Based on the discussion mentioned above, the tactics and ways of speed-up transformation of science and technology achicvements are explored by taking into account the technology selection, the re- form of the science and technology framework, the establishment of the risk-investment sys- tem, and how to combine the technological superiosity with the stock potential so as to mobil- ize the initiative of the specialists and ,technicians to move scientific technology into the township, as well as how to stimulate the transformation of the technological result and ad- vances.

本文首先对西安的科技优势和科技水平与态势进行了分析,应用中性技术进步的生产函数模型,对西安市“七五”以来的科技水平、科技进步速度以及贡献率进行了定量分析研究。然后分析了西安市科技进步及成果转化中存在的问题和造成的原因,在此基础上,从技术的选择、加速科技体制改革、建立风险投资机制,以及如何把发挥科技优势同发挥存量优势相结合,加速向乡镇企业注入科学技术,调动科技人员的积极性等方面,探讨了加速科技成果转化和科技进步的对策与途径。

The problems existing in the traditional system of the science and technology of the state owned enterprises are analyzed; the solutions to these problems are offered, that is, the comprehensive reform should be carried forward to get rid of obstacles.

在剖析了国有企业传统的科技体制存在的弊端之后,找出解决传统体制问题的途径,即必须走出误区,全面推进改革。
