In order to protect groundwater,the economic loss caused by polluted groundwater is taken into consideration of "the check system of Green GDP".It's necessary to assess the economic loss raised by groundwater pollution,but the method of assessment has not been procured.The "concentration-value loss factor" is usually used for economic loss analysis caused by polluted surface water, but merely reported in economic loss caused by polluted groundwater.An example is given to assess economic loss raised by groundwater pollution of Hutuo river in Shijiazhuang in this paper.Data of hydrogeology,environmental geology and hydrology of the area are analyzed,groundwater samples are collected and tested,and related parameters are acquired for calculating the economic loss.The result suggested that direct economic loss is 46.32 million RMB,and the indirect economic loss is 254.74 million RMB for two pollution sources of Hutuo River.The calculation is based on the impacts of pollutants on groundwater quality and in comparison with the total economic value of the same water body unpolluted,which is coincident with environmental economics and has strong theoretic basis.If groundwater quality parameters and the hydro-geological parameters could be obtained,the economic loss of groundwater pollution could be calculated accurately.

为利用经济杠杆更好地保护地下水资源,把地下水污染造成的经济损失也纳入“绿色GDP”核算体系,需要对地下水污染造成的经济损失进行评估,但其评估方法至今仍没有研究出来。“浓度-价值损失率法”比较早也比较多地用于地表水污染造成的经济损失评估,但用于地下水污染损失评估的报道至今未见报道。本文以石家庄滹沱河地下水污染造成的经济损失评估为例,通过深入地对该地水文地质、环境地质和水质等资料进行分析,并采集水样测试,取得相关水文地质、地下水质量和地下水污染参数后,利用“浓度-价值损失率法”评估地下水污染造成损失。结果表明,滹沱河两处污染源对地下水污染所造成的直接经济损失约为0.4632×108元,间接损失为2.5474×108元;“浓度-价值损失率法”依据污染物对地下水质量的损害程度即损失率与未受污染的同一水体的总经济价值K乘积来计算,符合环境经济学的原理,理论依据充分;只要能准确求取地下水水质参数、水文地质参数,利用此法能准确地计算地下水污染造成的经济损失。

A major difficult to account green GDP is that water environmental degradation loss is very difficult to be reflected with market prices.On the basis of the analysis of socio-economic factors and natural factors which impact water environmental degradation losses,an econometric model was constructed.In this model,socio-economic development character,the contradictions in the supply and demand of water,supply variability of rainfall and water quality were taken into account,which ensures logic maturity and realizes compact computation.In the case study of Huzhou City,the economic loss of water environment degradation from 2001 to 2004 were calculated and promoted to form a green GDP accounting system of Huzhou City.These results accord with the changes of local water resources supply-demand conflict,water pollution condition and other social-economic factors,and could accurately reflect water environmental degradation in Huzhou City.It indicates that the economic loss due to water environmental degradation would be influenced,not only by water pollution,but also by social-economic factor and precipitation replenishment.

水环境退化较难以市场价格方式体现,是绿色GDP核算的一大难点.分析了影响水环境退化的社会经济因素、自然因素,在此基础上,构建了水环境退化的计量模型,并将社会经济发展的阶段性特征、水资源供需矛盾、降水补给变异特征和水质状况纳入模型中,采用不同参数进行描述,以保证模型的逻辑完备性和计算的简洁性.在湖州市绿色GDP核算过程中,采用该模型分别计算各县区2001—2004年水环境退化的经济损失.这些损失与当地水资源供需矛盾、水污染状况、社会经济发展等因素变化状况相符,准确反映了湖州市水环境退化的实际状况.结果表明,水环境退化的经济损失,除水污染程度外,还受到社会经济因素和降水补给等自然因素的影响.
