Fuzzy Logic Control (FLC) has been extensively researched since Zadeh published his creative paper in 1965, the fuzzy sets theory is different from the traditional mathematics and control theory, the FLC is simple , flexible , intelligent.
Furthermore, the concept of response index was put forward together with fuzzy cluster Ai ofearthquake response grading depending on the response index as basic variables. This may be served as a foundation in the research and solution of a series of important problems composed of multiple fuzzi-nesses of the social seismology in the light of fuzzy collection theory.
Based on the theory of safety evaluation and risk assessment,this paper first ascertained the evaluating indices affecting ships' seaworthiness and classified them according to their importance degrees by experts investigation,and used judgment matrix method to calculate weight of the evaluating indices,and then got the membership function by fuzzy collection theory,and finally established the mathematical model to realize a fuzzy comprehensive evaluation to ships' seaworthiness.
