Since 1920's the system science has provided a new theory and method for the mankind to study the system control and optimization. According to this theory, a multi-function system must contain many sub-systems which are independent, interrelated, restricted and coordinated. Optimization in the sub-system does not mean that in the general system. So, in order to realizing the optimization of the general system, restriction is necessary to study and make coordination, analysis among the sub-systems. Besides, the general system evaluation is also very important. With a view of the ship type evaluation, the scope of the research should be gradually extended to establish the interrelation between the ship and port, channel as well as waterway transport engineering, so as to form the general system in the macroevaluation of the ship type. With this, boundary of the research has been determined in this paper. Thus, this paper intends to use system theory to study the relationship among ports, channels and ships in marine transportation. In numerous complex factors, one or more Parameters are selected as coordination of varieties use for a method of system optimization. For the macro-technic evaluation in economy required by parties concerned, this paper has selected an object which is at the minimum cost in the system for certain quantity of transportation. Under the guidence of the theory of engineering economy and system optimization, the physical model transferred into mathematical model being made and preliminary results of optimization system were satisfactory.

自本世纪二十年代迅速发展起来的系统科学,为人们研究系统控制和优化提供了崭新的理论和方法。系统理论认为,在一个多功能的大系统中,必有许多互为依存、相互关联的子系统,彼此间形成协调和约束。子系统最优不一定是大系统最优。因此,需要通过子系统之间的协调和约束,对系统进行综合分析,分级优化,系统论证,实现大系统的最优。从船型论证出发,逐渐扩展研究范围,将运输船舶与港口、航道等水运工程系统联系起来,构成船型宏观论证的大系统,并以此确定本文研究的边界。本文试图用系统理论分析研究港口、航道、船舶三个系统之间的相互关系,在众多复杂因素中,选取每个系统的一项或几项主要参数作为系统之间的协调变量,寻求一种系统优化的方法。按有关部门对宏观技术经济评价的要求,在效益与费用评价之中,选取在完成一定货运量下使系统投入最少为本系统研究中的目标。以工程经济理论和大系统理论为指导,完成系统的物理模型到数学模型的转化。通过分级优化技术寻优,初步得到满意的结果。

Quantitative research on the technical progress of shipping enterprises is an important reference for the evaluation of technical level, evaluation of investment, selection of ship type, exam of shipping enterprises as well as the long-term developing plan of the shipping enterprises. The article gives out a detail productive function of the shipping enterprises on the base of Corb Douglas with a neutral hypothesis of technical progress and discusses some revision methods for the determination of technical progress with productive function. It puts forward a group of evaluation index which is used in judging the action of technical progress and finally makes calculation and analysis with Shanghai Bureau of Maritime Transportation Adminstration as an example.

水运部门技术进步的定量研究对于该部门的技术水平评价、投资效益评价、船舶造型、水运企业考核以及部门的长远发展规划等均有重要参考价值。本文在技术进步中性假设下的柯布——道格拉斯生产函数的基础上给出了水运企业生产函数的具体形式,并且讨论了用生产函数测算技术进步时的一些修正方法。最后给出一组衡量技术进步作用的评价指标,并以上海海运局为例进行了计算和分析。
