Non—engineering flood control measures are the sum total of flood control managementmeasures and their required facilities.It mainly includes flood control engineering works manage-ment,information management,organization management,decision,command and regulation offlood control and flood control legislation and law enforcing.The key constructions of non-engi-neering flood control measures for the lower Yellow River in the near future are to improve thenon-engineering measures,achieve the standardization and modernization of flood control work,increase the time effect and precision of flood forecasting and manage the flood control works sci-entifically by using modern science and technology.The building of "Yellow River Flood ControlDecision Support System"(YRFCDSS)is one of the important measures to achieve this objective.The paper also discusses and analyses the development goal and principle,overall structure andthe composition of each sub-system and basic conditions of the system development of YR-FCDSS.

非工程防洪措施是防洪管理措施及所需设施的总和,它主要包括防洪的工程管理、信息管理、组织管理,防洪的决策、指挥与调度,以及防洪的立法与执法。近期黄河下游非工程防洪措施的建设重点是:利用现代化的科学技术改善非工程防洪措施,实现防洪工作的规范化、现代化,提高洪水预报的时效和精度,科学地进行防洪工程调度。“黄河防洪决策支持系统(YRFCDSS)”的建设就是实现这一目标的重要措施之一。本文就YRFCDSS的开发目标、原则、总体结构、各子系统的组成以及该系统开发的基础条件进行了讨论与分析。

The work is a part of the study on the Yongtze River Flood Control Decision System. According to the special requirement of the project, the character of the Database and Information Query System of Decision Support System for the flood control and research methods are carefully analyzed, the advanced method of system development and visual program making software are used for this purpose. The Database of Water Regime and Water Resources Projects are established on the Windows Workstation in microcomputer, the part of the Information Query System is designed, and the program is made. The Database and Information Query System developed are such subsystem that they can be used for a large number of data and complicated relationship in the data. The data formats are in conversion and the constructions of these systems are reasonable. These subsystem are easy to use, maintain and extend.

针对长江防洪决策支持系统的需要,在分析研究防洪决策支持系统数据库和信息查询特点以及开发方法的基础上,采用先进的系统开发方法和可视化的编程工具,在微型计算机上使用Windows开发平台完成了水情数据库、工程数据库的开发和部分信息查询系统的程序设计。所建数据库和信息查询系统是一个内容丰富、数据结构复杂的子系统,也是一个数据规范性较强、结构合理、具有较高灵活性、可维护性和可扩充性的子系统
