    This paper gives a brief historical account of the developement in foreign countries of the combustion technique of fuel oil blended with water in the past hundred years. It further mentions some of the researches concerning the reduction of pollution by exhaust gas and the increase of running economy.     This paper summarizes and reviesw air pollution control methodes by nitrogen oxides. Particularly, nitrogen oxide formation is decreased by way of reducing nitrogen oxide formation quantity, improving combustion technique, to control air pollution by nitrogen oxides. The improving combustion technique is insreasingly air pollution control technique by nitrogen oxides in extensive application. The almentary advantage is effectively controlling nitrogen oxide emissions in economy. It has been shown in practice that nitrogen oxide emissions can be reduced by more than 60%. So long as nitrogen oxide emission standars can be achieved, the improving combustion technique is usuall preferred to reduce nitrogen oxide formation. In addition, the paper briefly presents the research results for the thermodynamics and kinetics of nitrogen oxide formation that are theoretical basis of the controlling nitrogen oxide formation.
