本文就科学价值论转向过程中“科学→价值”的科学进步模式进行分析 ,指出了这一模式所面临的困境 ,首先是“科学进步”概念的混乱 ;其次是这一模式从科学认识论到社会价值论的不可通约 ;再有科学技术在应用过程中的被动性及其价值的隐性特点 ,决定了科学技术和专家不能对科学技术的应用后果负责。这种转向过程中所面临的疑难不仅迫切要求科学哲学走出传统狭隘的认识论研究视野 ,还应对科学哲学、技术哲学、科技史学、科学社会学等元科学进行合理的裁剪与整合。

The conception of science progress comes from western philosophy of science exists two kinds of extreme view about the relationship between science development and science progress, one is “development equals to progress” , take the example of logic experientialism; the other is “development has nothing to do with”, take the example of Kuhn. This article analyses the ontogenetic development of science and points that science development isn’t equal to science progress. Science realizes progress on the basis of scientific development unceasingly. Science development as a kind of rising motion represents itself through progress. The pattern of science progress is also different from the pattern of science development. The former includes the latter, furthermore, the latter also includes the axiological or target declaration about the standard of “good science”. To find and radicate this standard is one of the kernel problems about the research of science progress.

在科学发展与科学进步的关系上, 西方科学哲学的科学进步观存在着两种片面的观点, 一种观点以逻辑经验主义为代表, 将发展与进步等同起来, “发展即进步”; 另一种以社会历史学派为代表, 将发展与进步对立起来。其实科学发展并不等同于科学进步, 但二者却又密切相关。科学进步是在科学不断发展的基础上实现的。科学进步是对科学发展性质的一种说明, 发展作为一种上升的运动正是通过进步而表现出来的。同样, 科学进步的模式与科学发展的模式也不完全相同。科学进步模式既包括了科学发展模式, 同时还包括了对“好的科学”的标准所给予的价值或目标的说明。发现和确立这一标准一直是科学进步问题研究的核心问题之一。
