Based on characteristics of ecologic environment and ecologic economy, energy resource use in the Manas River Basin of Xinjiang Wei Autonomous Region is calculated using the energy method. The calculation shows that the energy self-sufficiency ratio is 98.06%,and the renewable resource energy ratio,65%,which indicate that mountain and desert are the main ecologic conditions to support the development of ecological economy.

Here, the dividing method is chiefly based upon the service regions determined by aggregate amounts of sales, if we chooce certain kinds of goods.Generally speaking, the service region of the first or third class towns is mainly limited by administrative function.In other words, it is common that their service region roughly coincides with the limits of administrative jurisdiction in which they exist.On the other hand, the service region of the second or fourth class towns, which cash off the administrative control to a great extent, is much more influenced by their economic functions and some other factors, such as location, physical environment and social or human factors, etc, which have influence on their origins and growth.
