6. Based on the Retinex theory Frankle algorithms, Single-scale Retinex and Multi-scale Retinex for RGB color image processing are discussed. The application of another color model HSI is briefly discussed.

In this paper, the H-SV′ almost stationary color model is developed based on the distribution characteristic of license plate color in the color space of HSV. The H-SV′ model can deal with the problems of license plate location introduced by the varying lighting condition.
