The paper divides the human resources of an organization into 1) the core human resources; 2) the peripheral human resources; 3) virtual human resources outside, thoroughly analyzes the relations between core competence and HRM according to the influences of VHR on HR inside an organization and puts forward a VHRM system based on core competence.
