Meanwhile, as a result of the inflexible system, neither the contents can be updated nor the direction can be timely regulated and strengthened, therefore it is difficult to meet the requirements of rapid development of science and technology and the requirement change of labor market. Compared with the course establishment modes of higher vocational education, it is obvious that in the late of the 20th century, the course mode with ability oriented enjoys the pretty superiority. As a mode, ability oriented is closely connected with employment, putting what is learned into practice, with prominent effect and developing rapidly.

高等职业教育培养目标的实现要通过课程来完成,不同的培养目标和专业设置往往有不同的课程模式。我国现行的职业学校课程大多以学科为中心组织教学内容,训练面较为狭窄,导致毕业生的择业面窄。同时,由于体制不够灵活,既不能及时更新内容,也不能及时调整强化方向,因而难以适应科技飞速发展的需要和劳动力市场的需求变化。比较世界各国高等职业教育课程设置的模式,我们可以看出:20世纪下半叶,以能力为本位的课程模式占了相当的优势。作为一种模式,能力本位和就业联系密切,学以致用,效果显著,发展也很快。
