The Problems of juvenile delinquency has stood out within the last twenty years. It may be ascribe that we have lost the way to prevent crime. For quite some time it has been the point of view that crime prevention was only the duty of criminologist. This has proven to be ineffective in practice of crime control. The best way to prevent juvenile delinquency is during their youth. We should take measures in crime prevention from early childhood when they study at school. Crime prevention classes should be taught for regular prevention and juvenile delinquents. It should be basic policy that crime prevention start in elementary school in the future. Schools should play a main role in juvenile crime prevention. Police, social workers, and families should work together for this common goal. All of these sectors of society are relative to crime prevention to carry \!The Law of crime Prevention of Juveniles of TPR of C\". Government and non\|government organizations should all throw themselves into building the available systems to prevent juvenile delinquency.

Method: 623 middle school students of Zang nationality and 148 of Han were investigated using the Achenbach's Youth Self Rating (YSR). Their demogrophic data were collected with a self-designed questionnaire. Results: It was found that the incidence of behavioral problems in Zang nationality was higher than that in Han, 12. 4% and 6.1% respectively. The factor scores in depressed, unpopular and delinquency in boys were significantly higher than those in girls, but the factor scores in somatic complaints and thought disorder were significantly higher in girls than those in boys, all factor scores in YSR in Rikaze area were significantly higher than that in Lasa area. Those who had learned Chinese more than 8 years had significantly higher scores in depression and aggression than those who had learned Chinese less than 8 years. Conclusion: There is a significant difference in behavioral problems between Zang nationality and Han nationality. It seems that the behavioral problem is associated with sex, areas and the time of learning Chinese, but not with whether they are the only child or not.

目的 了解藏族中学生行为问题的特点,比较藏、汉族中学生的行为问题的发生率。方法采用Achenbach青少年自评量表(YSR)和自制的一般情况调查表对上海市某中学623名藏族中学生和148名汉族中学生进行调查。结果 藏族中学生行为问题检出率为12.4%,汉族中学生行为问题检出率为6.1%。(X~2=4.76,P>0.05),藏族学生的行为问题各因子得分均高于汉族学生(P<0.01)。藏族男生在抑郁、不受欢迎、违纪因子得分明显高于女生,女生在躯体诉述、思维障碍因子得分明显高于男生。来自日喀则地区的藏族学生在YSR各因子得分明显高于来自拉萨地区的学生。学习汉语时间8年以上的藏族学生在抑郁、攻击因子得分明显高于学习汉语时间8年以下的藏族学生。结论 藏、汉中学生的行为问题有明显差异,藏族中学生的行为问题与性别、地区以及学习汉语时间有关,与是否独生子女无关。

In view of the increasing of juvenile delinquents, the author points out in this article that unproper family education, weak school education and complex social invironments are the important factors that result in juvenile delinquents and suggests that some effective measures should be taken to prevent jurenile delinquency by turning examination-oriented education into quality-oriented education, running parents' schools to improve their quality of educating children, establishing good cultural and social...

In view of the increasing of juvenile delinquents, the author points out in this article that unproper family education, weak school education and complex social invironments are the important factors that result in juvenile delinquents and suggests that some effective measures should be taken to prevent jurenile delinquency by turning examination-oriented education into quality-oriented education, running parents' schools to improve their quality of educating children, establishing good cultural and social invironment and striking relentless blows at abettors so as to enable juveniles grow healthily.

针对青少年违法犯罪案件日益增多这一现象进行分析 ,指出了家庭教育不当、学校教育无力、社会环境复杂是造成未成年人犯罪的重要因素 .提出了当前应采取切实有效的措施 ,一要改变教育观念 ,变应试教育为素质教育 ,真正把德育工作落在实处 ;二要办好家长学校 ,提高家长素质 ,掌握正确的教育方法 ;三要营造良好的社会文化环境 ,充分发挥社区教育基地的作用 ;四要从严从重打击教唆犯 ,使青少年健康成长
