Since the publication of "The Traffic Separation Scheme in North China Sea Areas" by the Ministry of Communications in 1978, the accidence of ship collision has been reduced with consequential improvement of navigational safety, especially during the fog season. The scheme, as it defines neither the width nor the outside boundary of traffic lane, but only the width of the separation zone, is not conformable to the requirements of "Ships' Routeing" issued by IMCO. Since the publication of "The Traffic Separation Scheme in North China Sea Areas" by the Ministry of Communications in 1978, the accidence of ship collision has been reduced with consequential improvement of navigational safety, especially during the fog season. The scheme, as it defines neither the width nor the outside boundary of traffic lane, but only the width of the separation zone, is not conformable to the requirements of "Ships' Routeing" issued by IMCO. In order to achieve the expected result of this scheme, a two years' investigation was made, conclusions are these: the density of traffic flow in the areas of Huanghai and Bohai are high, the areas where frequent encountering of ships occurred are Laotieshan Channel, Dasanshandao Channel (including Daliangang area) and Chengshantou area. It can be anticipated that the traffic flow in these areas will be 200-300 ships per day in the coming five years with the enlargement of the harbours of Tianjinxingang and Qinhuandao, the increase of the foreign trade and the exploitation of the Bohaiwan oil field, Therefore, it is necessary to revise the traffic separation scheme and to obtain IMCO's approval for the scheme to be followed internationally.Described in the paper are the revisions of the traffic separation of Laotieshah Channel, Dasanshandao Channel (including Daliangang area)and Chengshantou area, as well as the analysis of the conditions of these sea areas, the project and the measures taken.

自1978年颁发《交通部运输船舶在北方沿海定线分道航行办法》以来,减少了船舶在大海上对遇需要避让的机会,对保证航行安全,尤其对雾季的航行安全起了较好的作用。但由于该办法只规定了航道分隔带的宽度,既没有确定通航分道的宽度也没有划定外侧边界线,所以不符合海协关于《船舶定线制》的基本规定。为了使这个办法达到预期的目的,我们进行了近两年的调查研究,一致认为黄海北部及渤海海域的船舶密度较大,成山头附近、老铁山水道和大三山水道(包括大连港及其附近)是会遇频繁的区域。可以预见,随着天津新港和秦皇岛港的扩建、我国对外贸易的猛增、渤海湾石油开发等,在今后五年内,上述海域的船流可达200~300艘次/天。因此,建议在上述三个海区正式建立分道通航制,经国内试行后提请海协认可,使其具有国际通用性。本文阐述成山头附近、老铁山水道和大三山水道(包括大连港及其附近)的分道通航制,比较详细地分析了这三个海区的环境、设置方案及其执行措施。

The gap-acceptance theory is a widely-used one in the traffic flow theory. It is mainly used to analyse the interaction of one stream mer- ging or crossing another stream. Therefore, people often use this theory to deal with the traffic delays and capacities at unsignalized junctions and connections of motorway and ramp. This paper emphasizes the application of this theory in motorway design.
