The author is of the opinion that enterprises' acts, like human acts,are characterized by their purposes, initiative, motives and adaptability.Proceeding from the economic nature of enterprises as managers of com-modity production, the acts involve decision-making, manufacturing,distribution,...

    The author is Director of Enterprise Management Department, theResearch Institute of Industrial Economics under the Chinese Academy of Social Sciences, Associate Research Fellow and member of theChinese Institute of Industrial Economics. The author is of the opinion that enterprises' acts, like human acts,are characterized by their purposes, initiative, motives and adaptability.Proceeding from the economic nature of enterprises as managers of com-modity production, the acts involve decision-making, manufacturing,distribution, accumulation and public relations. The criteria for deter-mining whether the acts are good or bad consist of two factors: qualita-tive and quantitative. Guides to the acts derive in the main from socialenvironment and the enterprises themselves. The author points out thatwith respect to the operation mechanism and self-guidance within theenterprises, the guidance by purposes and the guidance by encourage-ment are particularly important now.
