The variations of flood in both space and time are getting greater due to the influence of global climate change, the activities of human being and, especially, the river realignment and sediment dredging in the last 20 years. In such a developed area, people pay more attention to economic benefits than to flood risk, and the unreasonable exploitation of land has resulted in the increase of flood risk. Flood insurance is an important non-structural measure for flood disaster reduction and should be executed in force.
