The transformation of Communicant Center to Audience Center is a basic trend of development of the mass communication in the West up to now. Since the beginning of 1980s, the seeds of Audience Center have appeared to some extent in mass communication in China; however, a complete Audience Center has not been found so far. This paper has explored the links and ways of establishing Audience Center in mass communication of China from the aspect of social control system of the mass communication and the aspect of individual operation system of the mass communication medium ,i.e. macro and micro aspect.

Abstract In the different stages of "Mass communication and national Development" study, media role and its functions are shown in different ways. On the early stage, mass media was set as "magic multiplier " performing determinative function in forming and changing human's thought. Abstract In the different stages of "Mass communication and national Development" study, media role and its functions are shown in different ways. On the early stage, mass media was set as "magic multiplier " performing determinative function in forming and changing human's thought. The role played by media was adjusted to a secondary position when national development study went a step further, and considered affecting people's idea only with traditional communication. On the third stage of national development study the effects of communication are redefined and adjusted back to important position. In the author's opinion, a more positive function and role of media in the national development needs multiple factors such as the level of social integration, the capability of the audience and the integration of communication.

“传播与国家发展理论”在其发展过程中对媒介角色与功能有不同的认识。早期“现代化”理论依据传播“强效果”论,将大众传播媒介设定为“神奇的增殖器”,媒介在这一发展理论模式中起着决定性的作用。“依附理论”阶段,媒介的角色被调整到一种次要的位置,其效力必须通过与社会传统的传播网络共同作用才能发挥出来。在“新国际体系”阶段,传播效果和传播角色重新被认为居于重要位置。作者认为传播媒介功能的发挥,除了平等的国际传播环境和全民参与的内部条件外,还必须综合考虑社会整合程度、受众能力、传播制度等因素,只有诸多因素和谐发展,媒介才能在国家发展中起到良好的作用
