This paper examines the issues of educational resources, teaching media and instructional design.It starts with a discussion of basic concepts of resources,environment and materials; technology and media etc., leading to a preferred definitions of three key words:resources,media and materials. That is, media are referred to substantial resources used in process of teaching and learning,mainly including facilities, equipment and materials; environment is referred to contextual resources favorable for teaching and learning,including various kinds of social and proctical activities, personal communications and interaction,context and situation;and resources are used to cover all kinds of substantial media and contextual environment applicable for teaching and learning. Then,the paper explores the two basic functional elements of instructional system of distance education: course development and student learning support services; instructional design and instructional system development for distance education;and the impact of educational technologies used in distance education on learner, teacher and institution. Finally, the paper makes some unique comments on current issues in developing distance education in china.
