The license plate recognition system has great signification and application in the society. This paper presents a new approach for the construction of license plate recognition system. The system consists of three modules. They are respectively automobile detection module, license plates segmentation module and recognition module. The system has been tested with 892 automobiles included civil vehicle, military vehicle, police vehicle, etc in video sequences obtained form tollgate in varying weather and illumination, and have shown the following performances on average: the work time is less than 0.4 second, the license recognition ratio is about 97.06%.

车牌实时识别系统在现实生活中有极其广泛的应用。本文描述了一种新的车牌自动识别系统 ,讨论了从车流视频中自动捕获用于识别车牌的最佳帧 ,车牌区域的自动搜索 ,车牌字符的单字切分 ,和字符图像的模糊识别。系统测试了 892个不同车型 ,不同颜色 ,不同种类 (如普通民车 ,军车 ,武警车 ,外交车等 )的车在成渝高速入口和成绵高速入口现场在不同时间 ,不同天气 ,不同光照下通过入口的图像流 ,识别时间小于 0 .4秒 ,完全可以满足汽车高速运行时车牌自动实时识别。车牌识别率即使在较恶劣天气和光照下也达到了 97.0 6% ,可见系统能适应不同的天气和光照 ,大大提高了其工程应用的可靠性
