Technical transformation of enterprises is the main way of developing the national economy in the period of adjustment. But, how can be economic benefits achieved in proceeding technical transformation? First of all, one muet be clear about the definition of technical transformation of an enterprise. So-called technical transfor mation is to reform or renew the products, technology and equipment of an enter prise by using proper new technique (including management technique), so as to make the products satisfy...

Technical transformation of enterprises is the main way of developing the national economy in the period of adjustment. But, how can be economic benefits achieved in proceeding technical transformation? First of all, one muet be clear about the definition of technical transformation of an enterprise. So-called technical transfor mation is to reform or renew the products, technology and equipment of an enter prise by using proper new technique (including management technique), so as to make the products satisfy the need, high in quality and quantity, low in cost, and, furthermore, expand reproduction. For this, the following steps should be covered, (a) finding out the present conditions of an enterprise, (b) making an investigation and calculation;(c) making out a plan of technical transformation; (d) evaluating and deciding on the abovementioned plan, (e) working out the plan in detail; (f) executing the plan and training the relevant personnel, (g) checking the project before acceptance, (h) operating in practice.Furthermore, one should make the evaluation of the plan earnestly, not only evaluating it technically and economically but also emphasizing a comprehensive evaluation, so as to provide grounds for making the decision, prevent from blindness, and raise economic benefits for the purpose of technical transformation of an enterprise.

Foreign experiences of modern management areintroduced to make team and group management scientific. Basic content of team and group management includes organization construction,operation construction and ideology construction. Organization construction is concerndewith perfecting various types of mass management organizations and economic responsibilityat post system. Operation construction includes planning and managing production,technology, equipment, quality of product and economic accounting. Basic work ofideology construction is to foter team and group sense. Main charateristic of team and group management is "management by total workers".This is the objective need of social large scale production. Public ownership of means ofproduction provides the preconditions for the growth of self-conciousness, autonomy andextensiveness in mass management. And it is the main charateristic of China's enterprisemanagement.

本文论述了我国班组管理的历史发展、基本内容及其对管理现代化的重要意义。我国群众性的班组管理经历了50年代初创、60~70年代发展和80年代提高的三个历史阶段;从形成群众性班组管理的雏形,到班组管理正规化、制度化;从责权利脱节到责权利结合,并借鉴了国外现代管理的经验,使班组管理科学化。班组管理的基本内容,包括组织建设、业务建设和思想建设三个方面。组织建设主要是健全班组内的各种群众管理组织形式和岗位经济责任制。业务建设包括班组的生产、计划、技术、设备、质量、经济核算等各项管理。思想建设的基础工作是培养班组集体意识。班组管理的主要特征是“全员管理”。这是社会化大生产的客观要求,而生产资料的公有制为全员管理创造了得天独厚的条件,使群众管理具有自觉性、自主性、广泛性,并成为我国企业管理的重要特色。

An evaluation scheme based on Multiple Target Decision Approach is used in the quantitative evaluation of staff members both on the basis of overall classification and on the basis of their merits in making Fouur Modernizations.Thereby a numerically comparable criterion is provided for the choice of staff members in enterprprises。

本文运用多目标决策的评分方法,对干部的“四化”要求作了分类和分要素的定量分析,为选择企业领导干部提供了科学的数量依据。
