Based on the Earth's internal structure evolution model(EISEM), we have built a model to simulate the earth's internal angular momentum transfer during its early adiabatic compression process(IAMTM).
The analysis shows that: 1) During the flare, there are several reverse drifting bursts whose drifting speeds are about 200 to 800 MHz·s -1 , and the electron'speeds are 1 000 to 6 000 km·s -1 . 2)There is a very close correlation between HXR and the radio burst.
(2) Both of the two channels cannot explaine the BSs near the turnoff of the cluster, except for a large mass loss during coalesence, or a large angular momentum loss for less mass binaries (Mh<0.89 Mo) , resulting in a short timescale from detact to contact.

A zenith-telescope,ZTL-180,has been mounted at the Tientsin International Lati- tude Station in the Summer of 1958. Observations of latitude variations have been made since January 1959.During the first three years 10203 star pairs were observed on 702 nights. The results of the determination of the declination corrections for each group and cach pair and the variations of latitude are given.Preliminary values of the polar mo- tion were calculated with our latitude variations by A.J.Orlov's method.
