An experimental observation on stimulated emission of radiation at liquid nitrogen temperature is reported. The paramagnetic material is synthetic ruby with about 0.1% chromium in Al2O3. The pumping frequency lies at X-band range while the signal freqe-ncy is set at S-band. The dependence of saturation factor on pumping power is measured . The negative temperatuve effect on population distribution is observeb with a pumping power about 10-2 Watt. The ratio of population inversion is 0.44.

We consider the nonlinear saturation of a fast x mode instability near the electron cyclotron frequency due to electron population inversion. A quasilinear theory is discussed. The corresponding saturation time, amplitudes as well as the temporal evolution of the electron distribution functions are also studied.

The possibility of building a pratical two-photon laser is analysed basing on the known data. A Doppler-i'ree two-photon laser needs much lower threshold but much more serious frequency matching among the atom system, cavity and the trigger input. Such a Doppler-free two-photon laser could find applications in laser spectroscopy and in the accurate metrology. Two-photon laser amplifiers distort the input waveform seriously. This distortion depends strongly on the input intensity.
