A typical application to flutter analysis is made and it is found that tail flutter at low speeds is possible for the tail lying in the neighborhood of the interface produced by the wing.

First of all, the differential equation of disturberanee motion is established in the form of (2-1), of which the coefficients are periodic functions of φ and depend upon parameters μ, σ, J. Then, after discussion of the stability problem by means of characteristic number, a practical method is suggested to determine the stability regioa of these parameters of this equation. Finally, several conclusions about the influence of these parameters on stability are drawn; and in general, the flapping motion of the current helicopter rotor blade is still stable, even without regulator.
