The water resources planning in the Jing-Jin-Tang (JJT) district is a multipurpose, large-scale and long-period complex problem which has profound effect on the development of the industry and the agriculture, and the people's life of the district. IB this paper,a decision support system (DSS) prototype of JJT water resources planning is established after analysing the problem in a system view. The DSS contains a user interface, a data base system, a model bank, a method bank, and a knowledge base system. In the model bank, there are system dynamic model and multi-purpose planning model, etc. In the method bank, there is a distance comparision method and a one-to-one comparision method, which is used for ranking the schemes. The knowledge base system contains some expert knowledge used for decision support. The logic and construction of the DSS of JJT water resources planning are emphatically stated in this paper.

京津唐地区水资源规划是一个影响这一地区工农业发展和人民生活的多目标、大时空跨度的复杂问题。采用系统论的观点对这一问题进行了分析,并采用原型方法建立了京津唐水资源规划决策支持系统.系统由交互式对话子系统、数据库、模型库、方法库和知识库组成。模型库中装有系统动力学和多目标优化等模型;方法库中装有密切值法和两两比较法等,用于方案的排序;知识库中存贮着用于决策支持的知识。重点介绍京津唐水资源决策支持系统的逻辑和结构。

An analytic method of dynamic simulation of regional water resources planning and reliability analysis of water supply are presented in this paper.The advantages of this method over conventional method of water resource planning have been illustrated.Reliability analysis of water supply for regional water resources planning has also been recommended in the method.Some shortcomings in multi-year operation of regional water resources planning have been pointed out.

本文阐述了区域水资源规划的动态模拟方法及供水可靠性分析.对比了该法较传统的水资源规划方法优越之处.对水资源规划方案的供水可靠性分析提出了建议.提出了目前在区域水资源规划多年调节计算中的某些错误做法,以供商榷.
