    The situation influenced by public opinion is that the public, under the influence of the internal and external factors, to social life make a directional response that comes to be the prepared state of mind, and then such a state of mind enables the different social groups to recognize and handle sectal affairs with special tendency and direction. News information and its dissemination provide channels by which public opinion emerge and spread in a widest way and in large quantities. The external requirements of the emergence of the situation influenced by public opinion are that the objects of public opinion are concretely perceptible and the subjects of public opinion stay in an open sociocultural environment. For this reason, the defects of "information flood" and "information hunger" in desseminating journalistic information for the time being must be overcome. The disseminators, receivers and controllers of journalistic information should have much more common knowledge. The internal drive derived itself from the situation influenced by public opinion is born of the internal information demand of the subjects of public opinion, therefcre, the scientific control of the amount of news information and the optimization of information quality become the first chief tasks of the journalism reform.

    舆论定势是公众在一定的内部因素和外部因素影响下,对社会生活作出定向反应的一种心理准备状态,这种状态使不同的社群对杜会事件的认识与解决带有特定的倾向性和趋向性。新闻信息及其传播是社会舆论生成最广泛、最大量使用的渠道。舆论定势生成的外部要求,是舆论客体的具体可感性与舆论主体置身开放的文化环境。为此,当前新闻信息传播中要克服“信息洪水”与“信息饥渴的”缺陷;新闻信息的传播者、接受者、调控者应建立更多的价值共识。舆论定势生成的内驱力,产生于舆论主体的内在信息需要。所以,新闻信息量的科学把握和信息质量的不断优化,成为当前新闻改革的首要任务。

    n the 1990s, China′s news media have shown significant changes associated with the introduction of the market mechanisms. The author argues that these changes represent a unique mode of institutional change, called "institutional reconfiguration". This particular mode of institutional change originates from the unique macro environment of China′s journalism reforms.     n the 1990s, China′s news media have shown significant changes associated with the introduction of the market mechanisms. The author argues that these changes represent a unique mode of institutional change, called "institutional reconfiguration". This particular mode of institutional change originates from the unique macro environment of China′s journalism reforms. That is, the basic principles of the Party journalism remain untouched and there is no blueprint of the institution to change into, as a result, journalism reforms are a series of exploration and the environment is filled with uncertainties. To manage the uncertainties, the actors in the journalism reforms collaborate with the authority, take the changes in the mode of media management as the lead for change, and improvise reform practices. By doing so, they change the social relationships in news production and reconfigure the internal space of the existing journalism institution. In addition, they also creatively manage their reform discourse to legitimize their reform practices in the official framework of the "Party journalism under the condition of the market economy". In this paper, the author elaborates this model with field observations and in~depth interviews. Some theoretical and policy implications from this mode of institutional change are discussed.

    本文的起点是九十年代以来,我国新闻媒介通过引入市场机制而出现了一系列变化。运用传播社会学的分析,作者认为,这些变化代表了一种理论上独特的体制变化模式,并称之为“体制改造”。“体制改造”式的变化源自新闻改革大环境的不确定性,其原因是在新闻改革过程中,现行“党的新闻事业”的基本原则不变,而改革缺乏目标体制的完整设计,哪些需要改、应该怎么改等需要实践中的摸索。在这样的环境条件下,新闻改革的主体必须提高其改革行为的可预测性及正当性,为此,他们采取上、下合作的途径,以经营方式为驱动,以“临场发挥”为基本行为特征,改造新闻生产中的社会关系,重构现存体制的内在活动空间,并创造性地运用改革话语中市场经济和党的新闻事业的语汇,将其改革行为溶汇于“市场经济条件下的党的新闻事业”这一正当化的理论框架内。作者运用实地调查的观察及访问资料阐述这一模式展开的形态,并讨论了这一形态的体制变化的普遍性以及政策制订方面的意义。
