     The results show that the continuous spectrum of spherical-Rossby wave can appear,in addition to the discrete spectrum,when angle velocity of basic flow is not constant. These two spectral function are not same. In this paper a method of determining azimuths by observing the prime vertical is proposed. If three times when a star passes across the directions of the prime vertical and the meridian of an instrument, which may be used to observe the star not only in the prime vertical direction but in the meridian direction, are recorded, the azimuth of the instrument in the meridian direction may be determined. This niethod by which short observing time is needed makes the observations very convenient, and the azimuths determined are absolute.

Following the article I (entitled"The Absoluet Determination of Azimuths"), this article describes the method of absolutely determining the equatorial point of the graduated circle (or the latitude value of the observation point) by means of the times recorded when a star passes across the prime vertical and the determination values of the zenith distance when it is at the culmination. This method is compared with the traditional observation method of the circumpolar star upper and lower culminations. The practical possibility and the applicable latitude range of the method of determining the absolute parameters of the meridian circle by observing the prime vertical are also discussed in this paper.

本文继文章(Ⅰ)(绝对测定方位角)之后,叙述了用一颗恒星通过卯酉圈的观测记录时刻和中天时的天顶距测定值,,绝对确定度盘赤道点(或观测点的纬度值)的方法,并与传统的拱极星上、下中天观测方法作了比较。文章还就卯酉圈观测测定子午环绝对参数方法实施的可能性和适用的纬度范围进行了讨论。

本文针对传统的子午环不能在低纬度地区作天体位置绝对测定的局限性,提出了在低纬度地区和赤道区用子午方向和偏离子午面60°方向的观测,绝对测定子午环的方位角和度盘赤道点的方法。文中还就这种方法的测定精度作了估计,并对它适用的范围进行了讨论。
