In order to control the power engineering cost the Electric Power Planning and Design General Institute (EPPDGI) has analyzed various factors of quick growth of the engineering cost, standardized the mutual relations between the engineering cost management, technical innovation and standardization construction, put forward 3 significant measures to control the engineering cost, i.e. setting up the quotation design system, executing study on coal-fired model power plant and model transmission project, enhancing the dynamic management of standards and codes. In 1997 EPPDGI issued the quotation design document being of guidance for the overall situations: Dian-gui (Power-plan) Doc. No.75 - "Certain comments on carrying out quotation design in thermal power construction projects", which has implemented the previous mentioned 3 significant measures and the quotation design system has been setup. During examining the thermal power and transmission projects EPPDGI has saved the construction funds of 14.6(108 and 4(108 yuan respectively for thermal power and transmission projects through execution of these measures.

According to the analyses of engineering cost control principle in design phase, this paper puts forward control objective of engineering cost. Using value engineering elements and methods of analyzing engineering investment to get quotation design, it also states combination of technique and economy to achieve controlling engineering cost effectively.

本文通过对设计阶段工程造价控制原则的分析 ,提出了工程造价控制的目标 ,运用价值工程原理 ,采用层层分解工程投资的方法达到限额设计 ,论述了技术与经济的有机结合 ,最终达到合理、有效地控制工程造价。
