In this paper, the methods for calculating the effects of comprehensive soil conservation measures on the reduction of sediment yield in large watersheds are summarized, the amount of sediment reduced is estimated, and the factors which would exert influence on erosion control are ana- lysed.Wuding River, one of the large tributaries in the middle reaches of the Yellow River, contributes a great amount of sediment to the main river. Obvious results have been attained by adopting soil conservation measures on large areas of the watershed combined with building reservoirs and check dams in gullies and streams since liberation. According to the analyses of hydrological data and the estimating amount of sediment reduced by soil conservation measures, about 1.8×109 m3 of sediment has deposited in reservoirs and check dams up to 1981, and the amount of sediment entering into the Yellow River has been reduced in an average of l.6×108 tons annually during 1971-1980. Taking into account the decrease of rainfall, the sediment entering into the Yellow River has decreased more than 50% due to the comprehensive control measures.According to the typical analysis of the Dali River watershed located in the rolling loess area, it shows that among the various control measures, check dams are the best, reservoirs come next and the measures of slope control are less for the effects of storing sediment.

In this paper the effect and result of the three main aspects of development of the Yellow River, including the construction of reservoir and hydropower project system in the upper reaches, the comprehensive soil conservation work in the middle reaches and the flood-protection system in the lower reaches,are reviewed and suggestions for improvement are presented. High attention should be paid to the significant changes in run-off and silt-content conditions of the river caused by reservoir regulation in the upper reaches and soil conservation work in the middle reaches.The development strategy and planning hereafter should be worked out by systems analysis regarding the river and its future development as a whole. Special attention is called to continue the construction silt check dams extensively in the loess area of the middle reaches. The center of attention of soil conservation work in the area where the coarse sediment originat should be shifted northward gradually. Construction of the Xiaolangdi reservoir is recommended to start as early as possible.

本文作者就黄河上游梯级开发、中游水土保持、下游防洪体系三项重大建设的作用和影响进行评述,提出,对由于上中游的治理建设使水沙条件发生的重要变化应予高度重视,应从黄河整个系统及其发展来拟定开发方针和计划。在今后的中游水土保持建设中,应注意继续发展淤地坝建设,粗泥沙来源区的治理重点应逐步北移,为了改善和加强下游防洪体系,应早日修建小浪底水库。
