The method of machinery siltation is concluded as a comprehensive way for dyke strengthening after the analysis of various methods, and is of evident effects for enhance the dyke flood protection intensity. Because of financial limit, presently speed of machinery siltation to strengthen dyke is not meet the requirements for flood protection, thus, it is suggested in the paper that measures have to be applied to raise money through as many as possible channels in imposing the Yellow River flood protection fee and water resource fee to speed up the construction, and at the same time, the experiment on drawing the water from the Yellow River and siltating in the dyke back has to be developed soonest, which is the effective treatment for ensure the safty in the lower Yellow River.

本文从黄河下游堤防工程现状和黄河下游“96·8”洪水出发,分析了黄河大堤存在的问题和目前的防洪形势,认为目前黄河大堤的高度基本满足防洪要求,堤防漫决的可能性较小,堤防建设的主要任务是进行堤身加固。在分析了各种堤防加固措施的作用后,得出机淤固堤是一种综合性的加固措施,对提高堤防的抗洪强度具有显著效果。目前因投资限制,机淤固堤速度不能满足防洪的需要,提出尽快征收黄河防洪保护费和水资源费,多渠道筹集资金,加快建设步伐。同时提出引黄沉沙结合淤背固堤是保证黄河下游长治久安的有效措施,应尽快开展试验工作。

Based on the construction practice of the vertical impervious core in the No.1 and No.2 bidding sections of the important Tongma dyke strengthening works of the Yangtze River,the construction technology and characteristics of the water jet method and the trench-cutting method are expounded.The construction technology of impervious cores by water jet method is simple and well suitable for various strata.After the construction equipment for this method is improved,it can penetrate cobble strata,rock blocks,etc.,and construct impervious cores with their depth up to 28.5 m.The inclination control of trenches is the key and difficult point in quality control for the water jet method,because an accurate verticality of trenches is required.The construction technology of impervious cores by the trench-cutting method is relatively complicated and only suitable for a limited sort of strata,but the impervious core can be successively constructed and its quality is easy to guarantee.For the trench-cutting method ,the focal point of quality control is in the body isolated by geotechnical cloth sacks and the placement of concrete in trenches.The inspection of completed impervious cores through excavating exploratory pits and core extraction shows that the quality of the impervious core body and its joints meets the design requirements.

Jiyigong dyke,located on the south bank of the Yangtze River down stream from the urban district of the Jiujiang city,4.9 km long,is the grade 2 dyke of the main stem of the Yangtze River.The strengthening works of Jiyigong dyke includes filling up of pools and embankment of seepage-suppressing platforms on the inner side of the dyke.Because it was difficult to borrow earth in the outer and inner areas of the dyke,and there was plenty sand reserve in the river course,cutter-suction-type dredgers were used for filling the pools and the seepage-suppressing platforms on the inner side of the dyke.This paper presents the construction condition,design scheme and construction method for main projects of the dyke strengthening works.The experience obtained from the construction of the dyke strengthening works is that mud-dumping yards and mud-delivering pipes sbould be properly arranged;effects of unfavorable factors (bad weather,poor transport facilities,etc.,) on construction should be taken into consideration,and only by this way,can the project cost be reduced and the works be carried out in time and with good quality.

济益公堤位于长江南岸九江市区下游 ,长 4.9km ,为长江干流的 2级堤防。济益公堤加固工程包括堤内填塘及压浸台土方填筑。堤内外取土困难 ,而堤外长江河道中沙料储量丰富。因此 ,堤内填塘及压浸填筑采用绞吸式挖泥船吹填施工。对该堤防加固工程的工况条件、设计方案、主要项目的施工方法进行了介绍。通过该工程的施工 ,得到以下经验 :排泥场、输泥管线应妥善布置 ,施工中应考虑天气恶劣、交通不便等不利因素对施工的影响。只有这样 ,才能低成本、按期、保质地完成工程任务。
