A problem of mining mechanization for steep thick seam in China has not been solved for several years. By using a mechanized sub-level caving method as a solution of the problem is a new way. A trial of a horizontal layer mechanized sub-level caving method was conducted in No.2 seam, No. 2 Mine Yaojie Coal Mine Bureau, March 1985. It has obtained good technical and economic results as followiog. A working face with 20 meter long has a month production of 19036 tonnes and a max. day production is upto 970 tonnes which is twice as much as the old mining method. The mining efficiency·is about 12.438 tonnes/man which is four times as much as previously. The mining recovery rate is about 85-90%which is 20% more than the previous. This succesful trial has a great significance to mechanization problem which is needed to be solved in steep thick seam. This paper states a geological condition of the trial working face, the equipments used and trial procedure. It also briefly goes further with mining recovery rate, mine refuse percentage, a depth of a sub-level and caving procedure of a sub-level caving method.

With technical measures to prevent a safe production, the mine has a successful application of coal caving. The main technical measures were as followings. By using the features of good seam permeability in the mine to have a gas drainage operation in the seam, the risk of a coal and gas outburst was controlled. An injection of clay and soil grout was used to prevent a coal spontaneous combustion. An injection of nitrogen for fire control was used in goaf. With above efficient technical measures, the coal mining recovery rate of the hihg productive and efficient coal mining recovery rate of the high productive and efficient coal nining fzce was upto 86%. Therefore the mining method is safe and feasible.

By using the methods of theoretical analysis and practical calculation, this paper deals with the relationships between compensational exploitation and mineral resources conservation, the determination of the approved mining recovery rate and the actual mining recovery rate, the evaluation of the rational development and utilization of mineral resources as well as the determination of the coerctive mining recovery rate , and puts forward some suggestions to promote the protection and rational development of mineral resources.Researches have indicated that compensational exploitation could effectively prevent mineral resources from being wasted, but may not fully ensure their rational development and utilization. The management of mineral resources should adopt a mode featuring both compensation and supervision. The standard of approved mining recovery rate should not give way to mining methods, instead, major considerations should be given to the mineral resources conditions, which could be determined by establishing a statistical model. The actual recovery rate could be promptly and accurately determined by geographic information system and some other techniques. It is necessary and possible to impose restrictions on the utilization of mining methods featuring low recovery rate by putting into use the coercive mining recovery rate.

通过理论分析、实例计算等方式,研究探讨了有偿使用与资源保护关系、核定回采率与实际回采率测算、合理开发利用评价与强制性回采率标准确定等问题,提出了若干旨在促进矿产资源合理开发利用与保护的建议或途径。研究表明,有偿使用能提高对资源浪费的抑制能力,但并不能完全保证其得到合理开发利用,资源管理应采用有偿使用与开发监督检查相结合的模式;核定回采率标准不应迁就某些采矿方法,应主要考虑资源条件,可通过建立统计关系模型来确定;实际回采率可采用地理信息系统等技术实现快速、实时、准确测算;有必要且可以通过强制性回采率标准对某些回采率低的采矿方法及采矿企业进行评价与限制。
