It is suggested that typical talent view includes intelligence view, education view, talent view, personnel management view and human resource view. Second, pointing out that the competence and its systematic structure is the natural features of talents; the paper suggests four subsystems of the talent work competence system which includes the foundational qualification, inner core, behavior way and performance indicator of the talent's competence. Last, it explores how to appraise the talent's competence and performance in the human resource development view, and argues that the appraisal of competence and performance should utilize the view of system, dynamic and strategy. Besides, much attention should be paid to the appraisal of the moral factors such as creative mind and responsibility.
