In flood control and hazard mitigation, the latest high-techniques of the world must be introduced into the traditional water resources sector to realize modernization. Spatial information technology, based on Remote Sensing, Geographical Information System and Global Position System can be applied to both flood control and hazard mitigation. In this paper, the functions of the spatial information technology in flood control and hazard mitigation were analyzed. The prospect of application of the spatial information technology in flood control hazard mitigation was discussed.

我国洪水灾害频繁,洪灾损失严重,防洪减灾将是一项长期而艰巨的任务。在防洪减灾研究中,必须积极引进当今社会最新科研成果,以高新技术改造水利传统产业,以水利信息化带动水利现代化。以遥感、地理信息系统和全球定位系统为支撑的空间信息技术可以广泛地应用于防洪减灾中,是防洪减灾现代化的重要基础。本文分析了空间信息技术在防洪减灾中的作用,并对空间信息技术在防洪减灾中的应用趋势作出展望。

Starting with a brief overview of spatial information technology, this paper aims mainly to sum up the application of "3S" technology in water resources management of the Changjiang River basin. The related research items under planning are also introduced. Lastly, based on trend analysis and our experience, the prospect of applying this technology in Changjiang water resources management is denoted.

简要阐述了空间信息技术的特点,重点介绍了"3S"技术在长江水利信息化中的应用情况,对长江科学院近几年所开展的主要相关科研项目与技术成果进行了总结,对即将开展的相关重要项目进行了介绍。最后,根据空间信息技术的发展趋势和对流域管理现代化的认识,展望了"3S"技术在长江水利信息化事业中的应用前景。
