 尽管国家在推动住房改革过程中发布了数目繁多的住房改革制度,然而就笔者所调查的长沙市六个单位来说,他们几乎只执行了提租、住房公积金和售房等三个主要制度。而且,这三个制度在执行的过程中,单位之间差异明显,表现出强烈的单位效应。如六个单位对职工住房"提租",其目的并不与国家住房改革目的相一致,住房公积金制度的推行严重依赖于单位经济效益,售房政策的实施又依赖于单位获取住房资源的能力高低,这样就出现了:两个企业单位主要出售80年代以前建设的旧房和非配套住房;两所大学出售的住房中有一半是新建的,一半是经过改造加宽的住房;两个政府机关单位出售的都是新建的超面积配套住房。所以,住房改革制度实施结果所造成的职工住房利益分化高度依赖于单位的"再分配"性质。
