该文归纳了在车牌识别系统中出现的识别错误率较高的相似字对,并针对低分辨率的特点提出了一种“子区域权值模板”车牌字符精判别方法,即将车牌字符经过二次立方插值法进行归一化处理后,分为6个子区域,针对不同的相似字赋予不同的子区域权值模板,再进行进一步的相似字精判别,以提高系统的整体识别率。试验数据分析表明,这种“子区域权值模板”精判别方法提高了识别系统的识别率。

The recognition of License Plate Recognition(LPR) will be more difficult when plate license character image is stained or fractured.As to image processing,an improved whole range dynamic binaryzation algorithm is issued in this lecture,which can not only reduce the influence of uneven illumination,but also keep higher processing speed.Meanwhile noise reduction is directly operated on binary image,which is faster than that on gray image.In order to keep high recognition rate,the character is sorted in first level by template matching,then divided into 4 sub-regions and make the exact recognition by characteristic regional template matching.From the data of trial,this system has strong antinoise ability and high recognition speed.

当字符图像受到噪声污染,甚至发生缺损、污染时,会增加车牌识别系统(LPR)准确识别的难度。在图像处理方面,提出了一种改进的全局动态二值化法,即有效减弱了光照不均的影响,又保证了较快的处理速度。此外,直接对二值图像进行噪声滤除比灰度图像的噪声滤除响应速度更快。在文字识别方面,将处理好的字符图像经过模板匹配进行初次分类,然后将图像分成4个子区域并赋予不同的权值,通过特征区权值模板进行精确判别,以提高车牌字符的整体识别率。实验数据分析表明,该识别方法有很强的抗噪声能力,且识别速度较快。

Remote sensing based on optical techniques is capable of reflecting the real-world characterization of vehicle emissions without interrupting the traffic driving conditions. The on-road vehicle emissions remote sensing system combines tunable diode laser absorption spectroscopy(TDLAS)and differential optical absorp- tion spectroscopy(DOAS) techniques. It consists of an infrared component for detecting carbon monoxide, carbon dioxide and opacity as an indicator of particulate emissions, an ultraviolet spectrometer for measuring nitric oxide and hydrocarbons. In parallel, the plate license, speed and acceleration of vehicles are recognised by computer.

机动车尾气已经成为很多大中城市的主要气体污染源之一,利用基于光谱学的遥测技术可以在不影响车辆正常行驶的条件下快速检测出尾气超标车辆。自行研制的尾气遥测系统结合了可调谐二极管激光吸收光谱(TDLAS)和差分吸收光谱(DOAS)技术,实现了对尾气中CO、CO_2、HC、NO和烟尘等污染物的实时测量,并同时识别牌照和采集车辆行驶信息。
