In this paper an analysis is presented concerning the circulation characteristics during: the periods of the persistent drought and flood in Yantze and Hwai-Ho Valleys in summer. It is found that during either the period of the drought or that of flood the.re is a definite pattern of anomalous in the general circulation both in middle latitudes and in subtropical latitudes, and the anomalous are extremely persistent. It is this high persistence of anomalous which is responsible for the extreme summertime...

In this paper we made an analysis on the subtropical flow pattern of upper troposphere from June to September 1955—1961. It is fouhd that:1. There is a good relation bettwen the long wave of subtropical jet and the distribution of weather in China.2. There is also a good relation bettwen the stability of subtropical long wave pattern and the period of persistent drought or flood in large territory.3. In summer there are two mean troughs of subtropical long wave, respectively at 65°E and 115°E.

It is found that the seasonal variation sequence of general circulation over East Asia is closely related to the drought and flood in Hebei Plain in Summer, and some indexes relating the long-range forecast of the drought and flood are given.
