Based on seven absolute moment invariants informer method,this article introduced β function and improved formermoment invariants. Improved moment invariants have the fineststability for image grey (intensity).

Therefore, the number of the coefficients quantized are much fewer than that of the original subimage pixels. In order to decrease the correlations between the subimages, high and low frequency components of the image are coded separately. High frequency components are approximated by polynomial coding, and low frequency components are approximated by the mean of grey level in the subimage. In order to get the performances of the proposed algorithm, two head-and-shoulder images are simulated. The coding rate could be very low , with compression ratio 40-80, on the condition that the quality of image coding could be subjectively acceptable.
