>=There is a critical need for multi-stakeholder participation in the sustainable development and good governance of hydropower and watershed. As a local NGO whose mission is to promote sustainable watershed management, Green Watershed pays great attention to hydropower development in Western China. Using the World Commission on Dams Report Dams and Development: A New Framework for Decision Making 2000, Green Watershed makes great efforts to promote a dialogue on dams and sustainable watershed development among various levels of government, experts, dam companies and the communities, as well as to unite more NGOs and the media at the forefront of advocacy campaigns in order to realize the good governance of the hydropower industry. This paper will introduce how Green Watershed participates in dam development decision-making, and how it promotes civil society participation in sustainable watershed management, and how civil society is empowered through the dam dialogue. This discussion will focus on the following points: The decision-making concerning dams which is made through participation of government, companies, and experts has its own limitations. Therefore, NGOs and other related stakeholders should participate. The responsibilities of NGOs are building the communication platform between civil society, government, dam developers and experts. Particularly, promoting the rights of resettled people. Because NGOs will gain no economic or political benefits from the dam debate, their motivation is only social responsibility. So NGOs are neither pro nor anti-dam construction, and they can hold a more neutral and fair standpoint when expressing their opinions. NGOs has its own monitoring function, it can monitor the promise of dam developers to ensure economic, environmental, and social livelihoods of the resettled in existing dams and those under construction.
