This paper introduces the design method of software and hardware of one kind of multimedia video overlay card which performs the full screen display in the interlaced scanning model realizing the Broadcasting model standard of 768×576 256 bits resolution. This card is developmented on the basis of Windows plat, on the standard of VESA display model, utilizing the TVGA graphics controller TVGA 8900, making use of the method of object orentienal C ++ programmer design and the technology of video synchronize. This card has 8 bit complex video output format and realized the Broadcasting quality standard, it’s displaying effect is proved better.
