The most important feature of management information system (MIS) is not to decrease administrative members but to master all of the infor-mations required for timely and effectively making the business decisions in an enterprise so as to raise the efficiency in management.It is a misunderstanding that to develop MIS is unnecessary to China today because there are too many administrative members in any Chinese enterprise.In this field,China must break a new path for herself based on actual conditions and take a realistic attitude.A correct design concept is of great value to the development of MIS,it should be fitted in with the actual needs in connexion with estimating an enterprise's capability,particularly,it should be put into economical effect.The following view points are proposed and discussed.Importance of analyzing behavior factors of both members engaged in development and application of MIS and necessity of coordination between their behaviors.A highly effective group composed of administrators,technological engineers and computer specialists.Necessity of strongly administrative measures.Strengthening education and training; computer technicians and administrators learn the knowledge of management and of computer respectively.To devote much attention to feasibility study on the MIS designed,it should not be became only a routine to be approved by boss no matter whether the system is feasible or not.Prerequisite conditions of developing MIS; centralized conduction and management,stable business conditions,reasonable rating system,sound measurements and a satisfactory variety of standards.Computerized management will fail if management keeps still in a handicraft,non-standard and non-stylized form,therefore,development of MIS must combine with the improvement of management factors at the same time.In China,developing user-orientated softwares is especially indispensable to the development of MIS.Pay attention to develop the interaction and program language with Chinese characters based on the successful study of Chinese character terminals.

提出了管理因素对发展我国管理信息系统的重要作用,指出我国发展管理信息系统的主要目的不在于节省人力,而是为了提高企业经营决策的效率。讨论了人的行为因素对系统成败的影响,提出了在我国发展管理信息系统应采取的管理措施:加强系统发展的可行性分析,相应地改革企业的管理体制和管理方法;协调系统使用人员和开发人员之间的行为;发展面向用户的应用软件和汉字对话、汉字程序语言;开展对管理因紊的研究工作。

In the new production environment, its production scheduling and control system can't accomplish its tasks efficiently. The purpose of this paper is to present a new production scheduling and control system model based on the analysis of the characteristics of turbine, production and difficulties in the production scheduling and control. In the new model proposed, the scheduling is done in two steps: gross and detail scheduling. Gross scheduling subsystem uses some data that are simplified in a special way. To generate gross schedules indicating the big time frame of major operations, grossly balance the capacity requirements. Detail scheduling subsystem takes gross schedule as a guide and decomposes it into detailed schedules gradually by time periods, The paper also presented some considerations about the system implementation.

杭州汽轮机厂是一个新扩建的单件小批生产企业。在新的生产环境中,尚未建立起完善有效的生产计划与控制系统。本文在分析汽轮机生产特点及其计划控制问题的基础上,提出一个新的计算机辅助计划控制系统模型。在新模型中计划分粗细两步编制。粗计划只使用少量经过特殊方式简化的数据,指出主要大工序的进度粗框,大致平衡生产过程中的能力需求。细计划以粗计划为基础,并将其分解细化,按时间段滚动安排。本文还提出了关于系统实施方面的若干建议。

利用计算机对成品进行管理是实现整个企业计算机管理的重要组成部分。本文针对印染厂成品车间必须对成品同时进行产质量全面检验与鉴定的特殊要求,提出采用自动检测产量和终端传送综合质量信息相结合的微型计算机检测系统。实践表明,这种系统不仅切实可行,而且达到了较高的性能价格比,因而具有实用和推广意义。
